The treaty proposal on copyright limitations and exceptions for libraries and archives (known as TLIB) includes on topics including the right to buy works from abroad (parallel importation), the right to acquire digital format works, the right to lend, and the right to preserve library and archival materials. It also includes obligations to respect exceptions in contracts and technological protection measures. It was prepared by EIFL, IFLA (International Federation of Library Associations and Institutions), ICA (International Council on Archives), Innovarte.
