EIFL began working in Syria in 2005 and supported the creation of a consortium of Syrian libraries through a series of workshops within the framework of the TEMPUS (Trans-European Mobility Programme for University Studies) programme.

EIFL paused collaboration in 2011 due to the Syrian civil war.
