EIFL has been working in Ukraine since 1999. We supported the development of the Association ‘Informatio-Consortium’,  and through this partnership, libraries in Ukraine are providing access to a wide range of scholarly e-resources. EIFL agreements with publishers also allow authors in Ukraine to publish in open access in hybrid or fully open access journals at waived or discounted Article Processing Charges (APCs).

Libraries in Ukraine have also benefit from EIFL programmes on open access and copyright.

EIFL supported open access awareness raising and advocacy workshops which resulted in the launch of open access journals, open access repositories, open access and open science policies, and the development of open science courses for Masters students and PhD candidates. In 2022, the Government of Ukraine adopted a national Open Science roadmap.. 

We have also advocated for copyright law reforms for libraries, education, research and persons with disabilities, as well as ratification by Ukraine of the Marrakesh Treaty for persons with print disabilities (Ukraine acceded to the Marrakesh Treaty in 2023). In 2022, we provided guidance for EU libraries supporting Ukrainians with print disabilities displaced as a result of the war, utilizing the legal framework provided by the Marrakesh Treaty.
